County council approves 12.28 mill increase to help operations

The council passed a routine enabling resolution regarding millage rates applicable to the 2023-24 budget.

“This is an annual exercise, standard boilerplate, of approving the millage rate as well as the millage for the career center and the millage rate for the rural fire protection and public safety in rural areas,” said Administrator Tim Bennett.

The resolution lists a total of 177.18 mills allocated to Barnwell County with 165.78 going to operations and 11.4 going to debt service.

The Barnwell County Career Center is allocated 24 mills for operations and maintenance.

Additional millage to be applied to unincorporated areas include the rural fire protection at 11 mills, and the public safety in rural areas at 4 mills.

In 2022, the county millage rate totaled 164.9 mills showing a difference of 12.28 mills, according to last year’s enabling resolution. 153.5 mills were going toward operation, and 11.4 toward debt service. The career center was still set at 24 mills, rural fire protection at 11 mills, and public safety at 4 mills.

Animal Shelter amendment

The second reading of an amendment to add the definition of ‘breeder’ to the Animal Shelter ordinance was passed. A ‘breeder’ is defined as “someone who openly admits or advertises as a breeder, or someone who continuously uses the animal shelter to turn in unwanted litter,” according to the amendment. This amendment was prompted by the Barnwell County Animal Shelter board who has been experiencing an influx of litters recently.
