Letter to the Editor: Effective animal control begins with establishing new ordinances

The Barnwell County Animal Shelter Foundation 501c3 was established in 2007. Since that time, we have paid for over 3,000 low/no cost spay neuters and helped Barnwell County animals in many other ways.

We know that pet overpopulation is out of control in Barnwell County resulting in taxpayer expense, unsafe conditions for citizens, and suffering for many dogs and cats. We also know that the only real solutions for this overpopulation are better ordinances, education, and free or low cost spay/neuter to prevent unwanted kittens and puppies.

Every year hundreds of animals die at the Barnwell County Animal Shelter because of this pet overpopulation problem. Recently, the Barnwell County Council approved a $30,000 grant from Best Friends Animal Society that will help to reduce the community cat overpopulation through Trap Neuter Vaccinate & Return. County Council is also considering new animal ordinances that would encourage spay/neuter and prevention of unwanted puppies.

These new ordinances would also make enforcement easier for the county and the town animal control officers. Please encourage both your County Council and City Council representatives to vote for these ordinances that would reduce taxpayer expense, improve safety for people, and reduce the suffering of many animals.

Recently, a lady almost died after being attacked by dogs in Barnwell as she walked to work. Only the heroism of another lady saved her. These vicious dogs were the product of what is called a “Backyard Breeder,” the main cause of pet overpopulation. Some of these breeders are simply irresponsible pet owners who allow their dogs to breed indiscriminately, while others are for-profit breeders who sell their dogs (and do not pay taxes) often for the purpose of fighting or to other people who want to also breed and sell.

Please show your support for improved ordinances and effective animal control that will hold the people who are causing the problems responsible. Thank you!
